Why it matters
Every child deserves to be recognised. Birth registration is a fundamental step in establishing a child’s legal identity and can help make children visible to public systems. Where a child lacks registration or a caregiver is uncertain about the process, families may face administrative, informational or practical barriers.
Legal identity is our signature entry point because a child who is not recognised in systems can be missed by the services and protections intended for them. It is not, however, a compulsory gateway to help: children can also enter support through Lifeline.

What ActionReach does
- Identify children whose birth registration status is unknown or unresolved.
- Help caregivers understand the relevant steps and documentation requirements based on current official guidance.
- Support families to navigate the appropriate registration pathway and engage responsible authorities.
- Track agreed next steps and follow up on outstanding applications or documentation.
- Confirm outcomes using appropriate evidence and record limitations honestly.
- Use community engagement to raise awareness of why legal identity matters, without shaming families who face barriers.
Authorised Government offices determine registration. ActionReach does not promise registration on behalf of authorities and does not hold statutory powers.
What success looks like
Success is not simply a family receiving information or beginning an application. It is a child’s registration status being resolved, or a clearly documented next step being agreed where the process remains outside ActionReach’s control.
We report confirmed registrations separately from applications initiated, cases supported and awareness activities.
